I suppose it is possible, but keep in mind, there will be no claim payout if there is a claim without a license.
I can confirm Hollard won't insure without proof of licence.
I take it learners doesnt count?
Learners does count as a learners licence legally allows you to be on the road. Had my bike licenced for the whole period well using a learners.
Without knowing the background to your question their are many possible answers:
1) If you are buying the bike on finance, then NO. To buy on finance you NEED insurance. You will need to produce a minimum of a learners license to get insurance.
2) If you taking out a personal loan then you not forced to take out insurance. But beware, if the bike is stolen or written off in an accident you will still be paying off the bike for the term of the loan. You will also have no cover to have the bike fixed and will have to dig deep into your pockets for the expenses.
3) If the bike is paid up and you are the registered owner and only rider, then NO.
4) If you the legal owner of the bike and someone else is the registered regular rider e.g. son/daughter/wife then possibly yes. But if you ride the bike and are involved in an accident you won't be covered. Note that many insurance companies are steering away from this option (for cars and bikes) if you are not the registered regular driver, as people buy vehicles for their children in their name, insure them in their name but the kids are the regular drivers. Usually you would in any case need a driver's license.
Insurance companies don't usually differentiate between learners and full license or how long you have had your license when insuring a bike. (At least not the insurance companies I've been with).
The best is to go get your learners and know that you are safe.

Some insurance companies might. I was with Santam when I bought my first bike with a learner's license and they didn't add an additional excess or a higher premium.
The best is to shop around and compare apples with apples..... same insurance value, same excess rates, same cover (including for track days etc) and then look at the premiums.

I've insured all 3 of my bikes only on a learners license. No problems at all with that.
You will get slightly worse rates than if you had a full license, but you can still get the insurance.
...which reminds me I need to get my full license sorted.
