Some brands make gloves that you can use with a touchscreen phone, otherwise you can sew conductive thread into the fingertips of your gloves so that there's an electrical link between your fingertips and the screen.

Ja! Then you can connect those conductive pads to the high tension side of the ignition system of the bike.

A woman in an SUV at a busy intersection was waiting for the green arrow to make a right turn. She was busy texting and I asked her to stop using her cellphone whilst driving. She insisted that its not against the law to use a cellphone whilst stationary at traffic lights. The Rules of the Road provide as follows: "6.52 CELL PHONES - No person shall drive/ride a vehicle on a public road while holding a cellular or mobile telephone or any other communication device in one or both hands or with any other part of the body." Is she perhaps correct? Is a person "driving" or "riding" when at a standstill?

Yes they are driving as they are still in full control of the vehicle.
